The General Assembly was persuaded to pass enabling legislation for ground water protection, giving Clarke County the authority to enact tougher well standards than the state’s.
“Counties like Loudoun have the capability of doing wonderful plans but because of the complexity of the issues there and the number of different actors involved, implementation of the plans is difficult,” Mr. Lee said. “In Rappahannock and Clarke, we’re much less sophisticated. The process is much simpler. And although we might not be right every time, we get things done!"
