He told the council that his plan, if the council agrees, is to install a 54-channel cable TV network in the town with the service extending west along Route 211 to Sperryville. He added that eventually, the service might be extended to Flint Hill.
Mr. Pancner said that the cable lines would run above ground, but if the town ever reached an agreement to bury utility lines, he would bury his lines, too. He said that, at first, the cable would offer 23 channels, with the service expanded to 54 channels later.
That comment met with laughter from the audience, where one onlooker observed, “That’s 22 more than we get now.”
Asked about the price of service, Mr. Pancner said he estimates that the basic service would cost $14.95 a month, with an extra charge for certain services such as Showtime, Home Box Office and other pay channels.
He explained that space for his antennas would be necessary, and suggested they could be located near the water system’s storage tank, since it is located on high ground.
When it was pointed out that locating the antennas within the towm limits might pose a conflict with the Historic District Ordinance, Mr. Pancner said that a “central location” between Washington and Sperryville would be agreeable with him, since it would enable him to serve more customers at the least cost.
As for an agreement for service, Mr. Pancner said he proposed a 15-year franchise with two seven-year options for renewal. The town would be required to notify him at least one year in advance of any decision to withdraw the franchise.
Asked about the time-frame for providing service, he said that stringing the wires is relatively easy, and estimated it could be done in about eight weeks. In his experience, however, the time-consuming effort has been negotiating with the Virginia Department of
