ited in its options for expansion, since the town’s ordinances limit government offices to the Village Services district, which surrounds the courthouse complex. The effect of this ordinance is to prohibit the county from converting the present library into offices when the library moves.
The solution proposed jointly by the town and county is a swap of the two buildings, plus a cash settlement yet to be determined.
Negotiations have been conducted privately by representatives of the county’s board and the council, under a provision of the Virginia Freedom of Information Act which covers the acquisition or disposal of publicly held property. The privacy exemption is designed to prevent speculators from making offers which might affect the market price of the property.
Now, however, with the negotiations in the final stages, both bodies want to hear from the county’s residents about the proposed transfer.
Both Mr. McCarthy and Town Attorney Frank Reynolds said this week that no further action will be taken by either body until after the public hearing. “We want to hear what the public thinks about this proposal,” Mr. McCarthy said.
The hearing will be held at the courthouse, beginning at 7:30 p.m. All county and town residents are invited to attend and offer their comments.
