Guns and taxes might seem far removed from each other, but the two issues are symbolic of the evolution of Virginia’s legislature. Other innovative examples of the activat legislature of the 1980’s abound - from the environment and consumer protection to land use and water resources.
There are undoubtedly as many explanations for this recent, uncharacteristic boldness as there are legislators, lobbyists, bureaucrats, reporters and general hangers-on at a legislative session. It is not farfetched to say that the combination of the various interests represented by the General Assembly’s growing entourage is, in itself, responsible for the increase in the number, if not the novelty of new laws.
