Beverly Bowen, director of Rappahannock County’s Department of Social Services, explained that the program is innovative because it abandons the “bandaid approach” to providing services. “We pooled money, people and expertise; all to work for the client.”
The program, funded by state and Federal money and a $60,000 grant from the Job Training Partnership Administration, expects to serve 50 to 60 clients in the five counties of Planning District 9.
