The 4-H program of the Cooperative Extension system provides educational opportunities for nearly 4.6 million youth. They live in both urban and rural areas and represent all social, ethnic and economic backgrounds. One of the greatest strengths of 4-H is the diversity which enables it to address the needs of youth. Through 4-H young people develop the leadership, initiative and responsibility they will need to function as citizens in a democratic society. The 4-H emphasis on development of people through practical teaching is needed more than ever today; in the future, that need will grow throughout rural America, in rural non-farm America and in urban America.
