Mr. El-Amin said the Governor’s conduct in the Evans case was “cruel and inhuman” for allowing Evans to die without letting him know if there was any chance of clemency. The lawyer also charged that Gov. Wilder’s refusal to endorse a black-majority congressional district during reapportionment next year had betrayed the black cause.

Liberals and liberal groups are increasingly charging Gov. Wilder with political opportunism in his turn to conservatism. They believe he may be doing so in order to become the black moderate-conservative alternative to Jesse Jackson at the 1992 Democratic national convention.
Yet Gov. Wilder steadfastly denies he has any intention to seek national office and says that his actions as Governor should come as no surprise since he had made known during his campaign he would insist on fiscal responsibility in state government even if some pain had to be inflicted in the process.
Returning from his northern excursion, Gov. Wilder addressed the state NAACP the day after Mr. ElAmin’s sharp criticism of him.
The Governor said he found it strange that both the NAACP and Republicans were already berating him for not lobbying for a black majority congressional district “before any plan has been drawn or seen.”
