Edmonds noted that growth in this exchange’s local calling area over the past several years has been such that is has elevated it to a higher rate group. Reclassification to a higher rate group can only occur after an exchange has exceeded the upper growth limit of its rate group by five percent.
Changes in local service rates for Washington become effective July 1992.
