RICHMOND — Virginia appears almost certain to become a one-handgun-a-month state.
The Senate and the House of Delegates this week passed two competing yet similar bills that would limit handgun purchases, essentially handing Gov. L. Douglas Wilder his most noteworthy victory of his last year in office. The Virginia House of Delegates on Tuesday approved the one-handgun-a-month measure, after rejecting the night before a compromise bill endorsed early in the day by Wilder. The final House vote was <)0-40.
