The Library Board moved quickly through the proposed bylaws in a special meeting last Thursday and approved them with some amendments within the two-hour time limit Chairman William Young had set for the meeting.
The first controversy arose over the word “public.” The proposed bylaws stated, “The name of this organization shall be the Rappahannock County Public Library Board of Trustees.” Several members wanted to take the “public” out of the name.
Member Grace Sims said “public” usually is used with libraries named for people such as the Samuels Public Library in Front Royal but not when the county name is used and people assume the library is public.
Dr. Young read through a series of names of public libraries and found there is no apparent pattern at ' all in whether the word “public” is used as part of the name.
Treasurer Helen Platt noted that changing the name would cost money to change various forms.
