Mr. Matthews said that the garage had been moved onto the property at some time in the past and was formerly a house. The plans call for 320 square feet of living space upstairs and 263 square feet downstairs. Efficiency apartments must be 600 square feet or less.
The garage building is only a few feet from the property line, making it a nonconforming building. The planners expressed some concern about allowing a more intensive use in a non-conforming building. They approved the application, however, noting that the zoning ordinance does not address that issue.
