Why do so many jackpot winners come from the more populated areas such as Hampton Roads? A: While it may seem as though many of the winners come from the eastern part of the state, more than half of the winners come from other areas — including Bristol, Winchester and Lynchburg. Players in the Hampton Roads and Richmond areas purchase about half of all Lotto tickets, so it follows that about half of the winners would come from these cities.
