There is much talk these days about “reinventing government”transforming the federal bureaucracy into a high-performing organization that provides quality service to its customers. Vice-President Gore says part of that transformation involves trusting the employees who actually do the work with more authority. And he’s right.
Anyone who doubts that empowering employees can make a public agency more responsive to its customers need only look at what’s happened at the Virginia Department of Transporation over the past several years. VDOT’s 11,570 employees have been the driving force in our aggressive campaign to change the way we do business. Some of the results:
Although VDOT employees comprise only 12 percent of the stae work force, they’ve contributed onethird of all suggestions made to state government’s Employee Suggestion Program-VDOT employee suggestions that have saved more than $1 million.
•A Productivity Improvement Investment Bank which lets VDOT work units fund innovative equipment has provided a 500 percent return on investment.
