Where does the money from lottery sales go? A: The biggest part of the proceeds* from Virginia Lottery sales goes back to players. For every dollar spent on lottery tickets in Virginia: 50-58% goes to players as. prizes; 5-6% goes to the lottery retailer; up to 10% goes to administrative expenses; and 32-35% goes to the state’s General Fund. When voters approved the lottery in a referendum in 1987, they did NOT vote on how to use the revenue. The General Assembly votes how to use lottery proceeds. In January 1989, the General Assembly voted to fund construction projects with revenue from the lottery. In 1990 and 1992, the Governor- recommended and the General Assembly voted to use lottery revenue to fund the state’s biennial budget.
