In 1991, D. French Slaughter resigned from Congress after serving one year of his two-year term representing the Seventh District, and Mr. Allen won the contest to replace him. However, the Democratic-controlled General Assembly redistricted him out of the seat by drawing the lines of the new Seventh District to include both Mr. Allen and then Third District Rep. Thomas Bliley, who was also a Republican.
Mr. Allen declined to contest Rep. Bliley for the new Seventh District seat and instead turned his focus to the upcoming election for governor.
