As expected the contest for the 31st House of Delegates seat has become a debate on the record of incumbent Democratic Del. Jerry Wood during his two years in office.

Jay Katzen, the Republican challenger. claims that Del. Wood has been ineffective and has been controlled by the Democratic power structure in Richmond.

Del. Wood says that he is proud of his record in serving his constituents and working within the system to make it serve the needs of the district, which includes all of Rappahannock County, most of Fauquier County and about half of Warren County.

Both have made proposals for funding education. Mr. Katzen has said he would introduce a bill to require that state funding for education for localities not differ more than 10 percent above and below the state average. Del.
