Crime became the dominant issue of the campaign as Ms. Terry proposed a five-day waiting period to purchase a hand gun, and Mr. Allen proposed ending parole.
Mr. Allen, who received campaign contributions from the National Rifle Association, said the waiting period would have no effect on crime. Ms. Terry said Mr. Allen’s proposal to end parole would cost the state millions of dollars to build and maintain additional prisons.
Meanwhile the state’s budget, squeezed by the slow economic recovery and increasing costs for Medicaid and prisons, has been largely ignored in the campaign. Both candidates say they oppose increased taxes. Mr. Allen said he would veto any legislation increasing the state sales or income tax rates. Ms. Terry refused to take a “no higher taxes” pledge, saying such an action would be irresponsible, but she did say she' would approve higher taxes only for new programs.
