cation for a special exception to construct a second dwelling on his property, the planners noted that if Mr. Aiken instead wished to subdivide the property, thus creating an additional building lot, the application would not require a special exception and could be approved by Mr. McCarthy administratively.

The planners voted unanimously to recommend that the special exception be granted.

Mr. McCarthy brought the planners suggestions for another amendment to the Zoning Ordinance listing additional standards for music festivals or field parties.

The current ordinance requires a special exception to hold carnivals, fairs, shows or music festivals for . profit. Mr. McCarthy said he had interpreted that to mean any such event, other than those held by recognized non-profit organizations, where those attending are charged a fee or where a donation is suggested.

However, the ordinance does not contain any standards to use in approving such a special exception. Mr. McCarthy’s suggestions included a prohibition on music lasting more than eight hours in any 24-hour period. At the suggestion of the planners the party must stop by 11 p.m. on week nights and by 1 a.m. on weekends.

Promoters will also be required to provide a list of the promoters names and addresses. They must provide permission from the landowner if the landowner is not also the promoter, an estimate of the number attending, financial backing, and a sample of the ticket to the event.

The promoter must also provide a description of how food, water, medical and sanitation facilities will be handled and how trash, garbage will be removed. The application must include a plat showing parking areas and how traffic will be handled.

The applicant may be required to hire security personnel and must shield any exterior lights from adjoining property owners. Promoters must also allow representatives of the county including law enforcement personnel to attend the event to make sure the provisions of the zoning ordinance are being followed.

Mr. McCarthy said he had developed the list of additional standards after consulting with neighboring counties.
