richest and poorest school districts. The state currently contributes as little as 20 percent of the cost of state mandated “standards of quality" to the richest school districts and nearly 80 percent to the poorest.
Instead Del. Wood proposes that 25 percent of the profits from the lottery be returned to the localities for educational costs. This proposal would also be difficult to pass since the state has becomed accustomed to having lottery proceeds in the general fund.
Del. Wood’s vote to build an office building in Richmond to serve the lottery board and several other state agencies has been an issue in the election. Mr. Katzen says the building is a waste of taxpayer funds. Del. Wood says it will actually save the state money over the cost of continuing to rent the space.
Del. Wood says he helped to get fees from recording deeds returned to the localities for education and transportation needs.
