Dr. Krebser said the special use permit approach was “the wrong way” to deal with the issue. He said the county should “not allow greenhouses to begin with. If you put in all these stipulations, how is a man going to navigate all this? Let it go into agriculture where it belongs. There is noise, sprays.. Just take it out of RV, R-2 and RR and put it in Agricultural or Conservation districts where it belongs.”

The planners agreed to advertise changes to the zoning ordinances to allow wholesale nurseries and greenhouses in Rural Residential zones, which have a density requirement of one house for five acres, with a special use permit and general standards but no specific ones. They would not be allowed in village residential or R-2 zones at all, and they would be allowed by right in Agricultural and Conservation zones.

If the changes are approved by the Planning Commission in August and the Board of Supervisors in September, the Flint Hill Herb and Flower Farm would be “grandfathered” in because it was there before the zoning change, but it would not be able to expand.
