the minutes to the April Town Council meeting, stated that the responsibilities and duties of the Treasurer should not be passed to a Town Administrator or other person. To my mind a Town Administrator, like a County Administrator, would assume significant decision-making and operational duties. The new Town Council, on the other hand, voted only to hire an administrative assistant who will fundamentally be a secretary and clerk. The administrative assistant will support all town offices, but will not assume the responsibilities and duties of any.
The administrative assistant will additionally provide, for the council transitions, a degree of continuity in the town administration that Brad Fisher has provided for many years. The previous council said that the town should be run as a small business, and I would like to do it that way.
For exactly the same duties the new administrative assistant will be asked to perform, the previous Town Council:
• Paid Frank Reynold’s staff to prepare and submit newspaper advertisements, type letters, etc.
• Paid John McCarthy’s staff to prepare advertisements, type minutes, mail notices, etc.
• Paid a clerk to organize files, and
• Paid the treasurer to perform numerous purely administrative tasks. v 1 Because the new treasurer, Mr. Zumwalt, has volunteered to receive no salary, I am confident that the net result of having an administrative assistant will be to save the town money.
Mr. Gooch, who proposed and supports the resolution that was rescinded, Voted for the administrative assistant at the Town Council meeting of July 6, 1994. At the time he had the job description before him. A week later he reversed himself and challenged the job description, providing his interpretation of the resolution.
Simply put, the council agreed with the concept of the resolution, but did not agree with Ray Gooch’s interpretation.
