County Administrator John McCarthy spent Monday and Tuesday in Richmond attempting to stop a bill that would require the county to allow the land application of sludge. But his efforts were unsuccessful. >
Senate Bill 1088 forbids localities from regulating the land application of sludge and leaves regulation to the state Health Department.
A subcommittee of the Senate Agriculture committee, including the bill's two sponsors and two other members recommended approval of the bill unanimously Tuesday.
It now goes to the full Senate Agriculture Committee for hearings Monday. Mr. McCarthy said he felt that trying to stop the bill in the State Senate would probably not be successful, and he would concentrate his efforts in trying to defeat it in the House of Delegates.
“I’ve spent two days fighting and getting nowhere.” he said. “This has big wheels behind it.
