“Our goal is to relieve school systems of regulations that are no longer necessary,” he said, explaining that charter schools would give localitiesthis much-needed option.
Beverly H. Sgro, state secretary of education who strongly supports the measure, told the group that she especially is concerned about at-risk children, and she sees charter schools as a viable solution for many of them.
“Some school systems don’t need it...but this provides another option for local school districts,” she said.
The Virginia Parent-Teachers’ Association is a proponent of the charter-school concept.
Jim Murphy, PTA representative, said the PTA advocates Hamilton’s bill because it puts ajl decisions at the local level.
Jim Browlan, a Fauquier County resident attending the subcommittee meeting, said there is a great demand for parental involvement in education. No matter what happens, he said he thinks parents are going to express their desires for change by taking their children out of public schools.
Mr. Browlan suggested that charter schools could be the answer for parents.
The subcommittee indefinitely delayed both bills, which were then killed by the full committee on Monday.
The committee also killed the bill which would change Family Life Education curriculum-to make it an “opt in” rather than “opt out” program.
