“The bill came up last week in the Senate and I misunderstood it, Sen. Wampler said. “I thought that the bill would help localities, when in fact it overrode local ordinances.
“When I realized that, I asked Sen. Hawkins to either place an amendment on it or withdraw it. He respected my wishes and withdrew the bill.”
Mr. McCarthy said Sen. Wampler faced problems with his constituents in Washington and Wise County who primarily oppose using sludge in their localities.
“It was issued editorially that Sen. Wampler had not been alert on this bill,” Mr. McCarthy said. “This led to letters to the editor and a local political action committee.
