With the restoration of most of the budget items cut by Governor Allen, the budget bill is headed for consideration by conferees from both Houses. None of the spending cuts I had sought, nor the tax relief desired, was included. But because funding was restored to Extension and Research, treatment of mental illness, and other areas of important local concern, I voted for the budget — in the hope that conferees will improve on the document.
Remaining on our agenda over the remaining two weeks, in addition to budget revisions, are: Further consideration of welfare reform; financing of prison construction; parental notification and abortion clinic access; concealed weapon permits; and state employee raises and severance packages.
Each of these will continue to be overshadowed by the partisanship which has characterized the entire session. As you know, 1 have long supported returning lottery proceeds for local distribution to education, law enforcement and, thereby, to reduce local taxes.
