Chairman Eugene Leggett said, “There are 150 subscribers, and they’re carrying a heavy burden. If we can reduce this burden by bringing in people who are reserving EDUs, why shouldn’t the people of Sperryville get some benefit?”
He said broadening the subscriber base by charging for reserved EDUs could delay a rate increase.
Donald Dodson asked the VVSA to reserve four EDUs for a lot he plans to purchase that is an existing lot and three more he wants to create by subdividing land behind that lot.
He said he intends to sell the lots, but cannot get approval for the subdivision without reserving sewer rights. He said he would not mind paying the charge, but usually he pays a hook up fee when he subdivides property rather than a monthly rate. The hook up fee can be as large as $3,500, he said.
The WSA members agreed to reserve the sewer rights for six months, providing Mr. Dodson applies in writing. They said they expect to have a regulation requiring that the reserved rights be paid for by the time the six months are up.
