Longtime supporter ot the National Rifle Association Sen. Virgil H. Goode Jr., D-Rocky Mount, proposed legislation that would make it easier to carry a concealed gun in Virginia.
On a 24-16 vote, the bill passed the Senate allowing permits to be issued to all applicants unless they have been convicted of a felony. In addition, the bill stipulates that the applicant must not be a citizen of another country or have been committed involuntarily to a mental institution.
The bill, backed by Republican Gov. George Allen, strips circuit court judges of their discretion in issuing these permits.
The bill is now before the House Courts of Justice Committee.
Budget Restructuring
George Mason University and the Virginia Center for Innovative Technology fared well in the General Assembly's restructuring of Gov. Allen’s budget bills.
“George Mason University did exceptionally well this year,” said Del. Vincent F. Callahan Jr., RMcl.ean, who sponsored many of the amendments to Gov. Allen’s budget proposal.
The CIT, which previously would have lost $4 million, still faces a SI.5 million reduction in funds.
