RICHMOND — A bill authorizing the Virginia Department of Transportation to increase maximum speed limits throughout the state came to a screeching halt as the Senate Transportation Committee killed it with an 11-4 vote.
Sen. Kevin Miller, R-26th District, was a member of the minority that favored the defeated bill.
