A bipartisan juvenile justice legislative reform package was agreed to this week by Governor Allen, Attorney General Gilmore, and Democrat Delegate Jerrauld Jones, Chairman of the General Assembly’s Commission on Youth. They key elements of the reform package include:
• Juveniles 14 and older charged with very serious crimes such as murder and rape will be automatically tried as an adult in circuit court.
• Judges will also have new sentencing options for juveniles between incarceration and release on probation, including boot camps.
• Courtroom proceedings in juvenile court will be opened up to the public for felony crimes. This means the veil of secrecy will be lifted, and victims and family members of victims will no longer be excluded from juvenile proceedings.
This cooperation between parties for such a critical reform package is both encouraging and monumental. Monumental for obvious partisan reasons, but encouraging to see legisla
