By SHARON KILPATRICK Rappahannock News Staff Writer The county will be allowed to contract out to have eight projects completed to clean up streams from Hurricane Fran. County Administrator John McCarthy told the members of the Board of Supervisors Monday that three projects will be done in Old Hollow, two on the north fork of the Thornton River and one on the Piney Branch. Another project will be on \the south fork of the Thornton River above . Sperryville. Another two projects will be done on the Hazel River, and one each on the Hughes River and Battle Run. The county is responsible for up to 25 percent of the cost, but Mr. McCarthy said
