Mr. Porter joined the VEC in 1970 as a Job Corps recruiter. A series of promotions led to his current position of unemployment insurance services manager in the Culpeper office, a job he has held since 1989. He earned a bachelor's degree in mathematics from Howard University in Washington, D.C.
