Margaret Rogers sard she had talked with officials at the VHSL and was told that the "exceptions are there to be used." She said she had surveyed 11 other schools and found "the exceptions had become more of a rule than an exception. The VHSL allows you to overlook teachers."*
Dr. Gangel said Rappahannock schools had used the policy on exceptions. "If I have someone who is an employee, and they want the job, and we feel they are qualified, they get it," he said. "If we don't follow that policy, we're not following the rules of the VHSL."
Chairman John Tole said, "I've looked into this carefully. It is a personnel matter. We're not in the habit of discussing details of personnel matters in open session. I believe the decision was a correct one. Beyond that I don’t want to say."
