Last year, the Republican dominated Congress attempted to cut what is already a thin safety net into tatters. The 15 percent tax cut now being promoted by Dole would tear major holes in the fabric of the human service support system. Under the Dole plan, Medicaid would be block granted and diminished, and discretionary programs like the Older Americans Act, Mental Health and Substance Abuse, Vocational Rehabilitation and Health Department programs would take the biggest hits. Dole's economic package also assumes that the squeeze on Medicare proposed last year by the GOP Congress' will in fact occur. These cuts would be felt deeply by local residents (children, the elderly and disabled individuals) who depend on these programs.

The recently enacted welfare reform legislation would more app;ropriately be called welfare repeal in its current form. The only hope of pulling a true reform out of the ashes of the AFDC program lies with the pledge of the Democratic leadership to push for the development of real jobs and job training, more day care dollars and a back-up safety net to. kids once time limits are reached.

Government is the major tool our society has for sharing resources with those who, through accidents of birth or through life circumstances, need temporary or, in some cases, on-going support. We must elect Bill Clinton, Marie Warner and Bob Weinberg who have demonstrated that they are attuned to these needs, and then back them in making the choices which will create resources to support vulnerable individuals and families.

To the Editor:

I would like to thaink Cathy Smith for her Letter to the Editor on Oct. 2 concerning partial birth abortion. The other two ways to perform late term abortions are also barbaric.

To those who feel the baby feels no pain during these abortions, according to a article in the medical journal Lancet, the authors claim that evidence shows doctors should start giving babies pain medication when killing them.
