After the war Warner returned to Washington and in 1955 earned an associate degree in business administration from Peters Business College. He began working for the U.S. government as an accounting clerk. He worked later as a public housing management assistant and in 1964 joined the White House Office of Management and Budget.
He went on to take classes toward a masters degree in public administration at American University, George Washington University and USDA Graduate School.
