Amissville resident Donald Brown said that Moore’s offer was the “gift of a lifetime.” He thought that the water system would provide needed capacity and would help develop the village.
Steve Miller of Amissville spoke before the board saying he had thirty-one signatures, collected over a two day period, on a petition opposing the project. He said that the assumption of the system by Rappahannock would be expensive, and that he was concerned about the reason for such a water system. He noted that there should be no need for it given existing development, and that the only purpose “could be to support higher density development.
Mary Hoffherr of the Wildwood Forest development expressed concerns that her development could lose control over their water system if it were transferred to Rappahannock and added that the water had problems-with odor, iron and manganese. In all, two people spoke in favor of accepting the system, and six spoke in opposition.
Jackson District Supervisor Ron Frazier said that there was no reason to continue the Board’s discussion on the issue, and the Board moved to table the issue indefinitely. Lee-Harris gets approval
After little debate and minor opposition, the Board decided to approve the application by Elizabeth Lee-Harris to change her 36.4 acre parcel from agricultural to rural residential zoning, permitting her to subdivide the property into five lots. Certain covenants must be observed: no boundary fencing will be permitted between the lots; no timbering for firewood will be permitted; and a community hiking trail will be maintained by the residents.
County Administrator John McCarthy noted that this type of residential development represents the transition that is happening in the county and that the location of the Lee-Harris property lends itself to modest development. The application was approved unanimously.
