Second grade teacher Sheila Smith introduced a draft. “Rappahannock Elementary School Code of Student Conduct” to the school board Tuesday night. This draft code, she said, was the result Of the efforts of a number of committees and was formulated with input from parents and the community. Ttye code’s purpose is to “state the behav? ioral expectations that we believe help to create a safe, productive learning environment and the consequences for violating those expectations.”
The code provides a definitive definition of the roles and responsibilities of school staff, students and parents, lists infractions and their consequences, and details the process of code implementation and application. The list of infractions treated is comprehensive and includes bomb threats, bullying and intimidation, cheating, fighting, possession of gji illegal substance or weapon, profanity, stealing and vandalism, and punishments range from warnings to referrals to law enforcement. *
School Superintendent Dr. David Gangel recommended that the draft code of conduct be referred to t$ie school board’s policy committee to ensure that it is consistent with other board policies, and the commit~ tee will so review the draft. --S

Dr. Gangel also provided copies Of a letter recently mailed out to parents that focuses on the subject of substance abuse and the increase this year of drug and alcohol related incidents. In his message, Dr. Gangel expresses his concern about the age of those involved, and notes that “the majority of the drug and alcohol problems dealt with by the schools had their origin in the community. He also mentions the new school regulation regarding open drink containers and the anonymous drug and alcohol “tips” line just installed (9879316 xl02). The letter also includes messages from Middle School Associate Principal Richard Smith, Sheriff Larry Sherertz, Substance Abuse Counselor Robert Treanor, and from Ellen Neill-Dore and Katherine Treanor vFho organized the March 20 Substance Abuse Forum.
