-Jackson District supervisor Kon Frazier, for example, reported that he had not one call in support of the budget, but that he had a number of call against specific budget items including funding for a full time athletic director, a curriculum coordinator, and for the International Baccalaureate program.
Hampton District’s Bryant Lee said that some of the calls that he received were for the budget and some against, and that most of those in opposition were on fixed incomes and feared that they could not afford yet another tax increase.
The Supervisors spent some time at the Budget Adoption meeting asking questions about specific budget items, and Superintendent Dr. David Gangel responded with clarity to each question. Much of the increases requested by Dr. Gangel and the School Board pertain directly to State Standards of Learning and related curriculum alignment, and to the recent State mandate that each student demonstrate that he or she has learned and mastered a subject and not merely attended school.
There were few attacks on fundamental school issues, though the administrative costs and performance were addressed by Mr. Frazier and Stonewall-Hawthome Supervisor Bob Anderson, but the Supervisors were clearly concerned about striking a proper balance between school needs and the cost to County taxpayers of funding those needs.
