Gangel proposed, and pull out from the budget some $395,000 of nonrecurring capital expenditures and fund those though surplus funds.
Mr. Frazier, however, went a little further and forwarded a motion to approve a school budget of $8,739,229—a reduction of $315,037 after removal of the capital budget. This motion was seconded by Bryant Lee and unanimously approved by the Board of Supervisors.
Mr. McCarthy said that this budget will reduce the tax rate increase from 13 to 3 cents per hundred dollars of assessed valuation, bringing that rate to 90 cents. Reportedly, this is the first budget in six years that Mr. Frazier voted in favor of.
Implications
Mr. McCarthy said that his recommended reduction of $225,000 to the budget was based upon reductions in the areas of additional staffing and salary increases. The proposed budget showed a total of nearly $491,000 for increases in salary and benefits for teachers and other employees, and nearly $129,000 for additional staff, and it is likely that some, if not much of the $315,000 in cuts from the budget will come from these areas. Undoubtedly, Dr. Gangel and staff and the School Board will be re-reviewing the budget shortly to identify areas for reduction. As Dr. Gangel told the Board of Supervisors at the public hearing last week though, “It really doesn’t matter—we are committed to doing our very best on behalf of the children.”
