1 summarizing the conflicting issues brought up by these proposed changes to the lighting ordinances was Steve Miller, Chairman of the Amissville Area Community Association (RN, June 6) who said “security and safety are as much a concern to all of us as the beauty of the night sky and the ability to show our children the stars. Anjr ordinance must take all these into account”. The “Purpose and Intent” paragraph of the newly proposed ordinances seems to be in agreement on such general goals.
UMost inhabitants of R^Ppahannock County would ha«ve no trouble finding some cinkimstances where night lighting offends them. If this is th$ case, I propose that when thj Board of Supervisors again considers this proposal in January, that they take into acCbunt two other factors that to date seem to have gotten almost no attention at allthe applicability of the newly proposed down shielding to all properties (not just businesses) apd the retroactivity of these measures.
* All Properties: If there is a light shining into your bedroom at night, does itmatter if the offending light comes from a house, a farm or a 24 hour service station?
It is true commercial establishments, especially those with nighttime business hours, are more likely to have multiple — and offending —lights, but a light in your eye is a light in your eye! Aren’t most County residents more likely to live in the glare of a light from a house or farm, rather than a £as station? i.. And so I ask why would the Board of Supervisors pass an ordinance that will only apply to businesses that put up outdoor lighting after the effective date of the new regulations? It Seems to me that we are only talking about lighting on or near Routes 211 and 522 and . this is such a small part of the County’s area.
Retroactivity: In truth, ' there are an awful lot of bright outdoor lights that already fexist in the County and these are not only in commercial establishments, but houses and farms. If spillover light pollution is the reason behind the hew proposals, how can we ‘ ignore what already is in place?
It makes sense that the Board consider the problem in a comprehensive manner for ; the whole County. The piecemeal approach inherent in regulating only future business
