weekend, Rappahannock County blossomed with yellow “Notices to Landowners" about the Tier III issue. These notices were primarily innuendo and disinformation — including an unworkable email address for contacting Virginia’s DEQ. The notices were unsigned; additional disinformation was offered at an 7,03 area code, which, of course, is not local.
