State Water Control Board was pressing the Supervisors to solve a pollution problem in the Thornton River at Sperryville. The problem dated back to 1954; it had been formally recognized by the Virginia Department of Health in 1964.
In April 1968, the Board of Supervisors approved an ordinance for the creation of a Rappahannock County Water and Sewer Authority. Emphasis was immediately placed on creating a wastewater treatment facility at Sperryville to control the pollution problem in the Thornton River. It took 18 years to complete.
