“Usually children who are attacked or molested know their perpetrator and have a positive relationship with that person,” Ms. Leathers said.
“It is tragic in our little community but unfortunately we are not immune,” said Ms. Leathers. “I wish we had a crystal ball but we don’t. We have had a lot of really, really good foster parents who have fostered children.”
Kevin Casey, the Fauquier County prosecutor, said there was no indication that anything was amiss when the student was placed in the Fournier home.
“It probably couldn’t have been prevented,” Mr. Casey said, “because it is a situation where there was no warning. . . a non-existent criminal record. We had no reason to know he was a predator.
“He will have to register as a sex offender for the rest of his life because he is,” Mr. Casey said. “I can’t imagine what anyone could have done any different.”
When asked in a telephone interview on Monday afternoon whether she wished to comment, Mrs. Fournier said, "I think this is a very sensitive case.... I choose to make no comment.”
The following day Mrs. Fournier visited the Rappahannock News in Washington and gave this type-written statement: "This matter is pending currently before the court and I think it would be most inappropriate for me to comment on a matter that is pending."
