Details on the water and sewer treatment plants will hopefully become known. Questions then might be asked. For example, is the 750,000-gallon water tower, to be built along Route 211, part of the proffer package? What about fire hydrants? Are terrorist/security features included? This includes items such as perimeter fencing, electronically-controlled gates, lockable doors, security alarms, outside lighting, secure access to manholes and other parts of the water treatment plant and its distribution system and the sewer collection system and the wastewater treatment plant. Time will tell.
