Now to the hijinks. It is a time-honored custom in the House for the members to attempt to harass and befuddle freshmen members handling their first bill on the floor. My baptism by fire ran true to form. HB 783 passed! out of the Education Committee 20-0, so I knew it wasn’t controversial. Yet, when it came time for me to defend the bill for the first time, one of my friends in the majority caucus attempted to amend it with some random technicality. Delegate Scott Lingamfelter, a retired Army Colonel who still bears a bit of his military swagger, offered the amendment. Delegate Steve Landes asked me why it was alright for members of the House of Delegates to face reelection all at this same time, but not the local school board.
