In the case of the Tbwn of Washington’s proposed sewer system, the needs were recognized and measured by an independent consultant, Resource International, in 1997. Similar results were reported by the Virginia Dept, of Health. The town is still laid out in the same lots and streets that were included in the original town plan of 1749 and the chartered town of 1796. These Vi acre lots with failing septic fields could not be restored in 1997 and have continued to deteriorate since.
