Choosing sides
At the DEQ hearing, the Washington Town Council will try to convince all present that their septic situation is desperate, that the Rush River has become their only viable disposal option in terms of cost and feasibility, that the treated effluent going into the river will be clean and almost drinkable (though none of them may drink it), and that the Rush is already dirty, and that the effluent will actually be cleaner than the Rush is now.
The Friends of the Rush will try to convince the public that Washington has not adequately examined their septic problem, that the town’s septic problem has been greatly exaggerated, that there are properties neighboring the town that could serve as alternatives .to dumping effluent into the river , that the effluent is not as clean as the town insists, and that dumping wastewater into the Rush can only make it dirtier.
Many of the issues listed here are hard to definitely answer either way. As an example, take disposal alternatives: the Friends of the Rush point out that the town could buy two properties bordering the town and create a drain field with enough capacity for Washington’s needs, sparing the Rush.
