Delegate Callahan criticized the Kaine administration for incorrectly predicting state revenue for fiscal years 2007 and 2008, including the amount of money that the state would lose in conservation tax credits. Callahan said that the loss in revenue from land conservation tax credits exceeded the Kaine administration’s expectations by $175 million.
“[T]he fact is that 46 percent of the shortfall is not the result of an emerging economic crisis, but is directly attributable to the forecasting inaccuracies by the Administration,” he said.

Chamber of Commerce President Sharon Baroncelli made waves at the Aug. 16 hearing by taking a position in support of the transmission corridor.
“The chamber agrees with Allegheny’s assertions that future power outages are possible without the construction of the proposed 500-kilovolt transmission line,” she said.
Baroncelli also tied the power lines to the vitality of the Front Royal area, even though the power will mainly serve the Washington, D.C., area and points north. She said 60 percent of the region’s workforce commutes to Northern Virginia, so a reliable electric supply in the D.C. area is important to areas as far west as Front Royal.
