Governor Kaine did not suggest revising the land conservation tax credit system.
The total Virginia state revenue shortfall for fiscal years 2007 and 2008 amounts to $641 million. To address this, Governor Kaine asked state agencies to find ways to reduce their budgets and in his prepared remarks considered pulling money from the Rainy Day Fund, an emergency funding source for times of revenue shortfall.

“You’re going to have multiple parties presenting multiple cases and documents,” Lazaro continued. “Dominion will know it was in a fight and we believe we will prevail.”
Rappahannock County is registered as one of the official parties that will testify in January.
County officials have hired JoAnne Nolte of the Conrad Firm, based in Richmond, to represent their case.
County Administrator John McCarthy said he will be working with Nolte and Commonwealth’s Attorney Peter Luke in the coming months to prepare the testimony for January.
McCarthy said Rappahannock’s case will focus on minimizing the impact of new power lines on the land, if they are approved. Legitimate questions remain about the need for the lines, he said, but other organizations are attacking that issue and he does not want to simply repeat those organizations’ testimony.
The Power-line Landowners Alliance and the Rappahannock League for Environmental Protection are also fighting to keep the power lines out of the county.
Gale Johnson, chairman of the PLA, said the alliance has raised well over $100,000 and hired Richmond attorney Charles Hundley to oppose the power-line plan.
