lhe Rappahannock County public schools are faring a real fiscal crisis,” the letter, from Chappell and County Administrator John McCarthy, states.
The letter notes that a recent unfavorable change in the “local composite index,” a calculus used to determine the amount of state dollars that school systems receive, will likely result in less state funding for Rappahannock schools. If that is the case, the letter says, it will be the third consecutive year that Rappahannock has suffered cuts in state funds, with the impact to be felt by county taxpayers.
On Monday, Chappell told the Board of Supervisors about the estimated impact on Rappahannock of the latest local composite index (LCI) change. He said it could reduce state aid from funding approximately 25 percent of the cost of educating a child to approximately 20 percent."
In total, the LCI change will cost the district hundreds of thousands of dollars, Chappell estimated. But those are approximations, he said, and further calculations will be needed to discover the true ramifications
