“None of us wants to pay more money in taxes,” Chappell said. “We want the best possible situation we can have, but we want the state to pay its fair share. And I think we can all agree the state is not paying its fair share.”
As the letter states, “Dlocal taxpayers are bearing the brunt of making up for the lack of adequate state funding.”
The letter, which was also sent to Senator Mark Obenshain in the Virginia General Assembly, requests an amendment that would allow schools with enrollments of 1,200 or less to share a single composite index, allowing Rappahannock County to adopt one that is more favorable. Current law allows only schools with 350 or less students to enter into the sharing agreements. Only one school division in Virginia, Highland County, has an enrollment small enough to qualify for the agreements.
